Getting Elected, Staying Elected

Individual members have three goals: re-election, leadership and power in the house, and personal policy objectives. These goals overlap substantially, but often also conflict.
The best predictor then to know what each member will do is based on them getting re-elected. They love to use the persuasion that they are representing the voice of the people. "They want to know the voice of the people, there district." Don't be fooled they want to get reelected. It then should not be stunning why members in the house do what they do.
At one point, members begin to get elected at higher percentages. Once they are being reelected at 55% or higher they then begin to shift goals and focus on leadership. They start moving up the chain of command.
